Separated from Germany in 1919 by the Treaty of Versailles, the city of Memel is administered from 1920 to 1923 by the French Administration. In July 1922, Lithuania wanted to recover this territory and attack the French forces. On 16 February 1923, the Conference of Ambassadors recognized the sovereignty of Lithuania over Memel. Printed in Germany by Gebr. Parcus München but number of printed copies is unknown. Description: beige and blue with black text, arms of the town and safety background with geometric drawings. Reverse: large view of Memel. Six signatures but only three have been identified: G. Petisné, B. Hennig & F.J. Meier. Watermark with chain-link. Size: 187x116mm. FBOW Collection.
